Luke Norbury

Having begun my legal career at the Chancery Bar, I became a legislative drafter over 15 years ago. I have spent most of my career at the Office of the Parliamentary Counsel in London, United Kingdom, where I now work. I have also worked for the Office of the Legislative Counsel in Belfast, Northern Ireland.

In the Office of the Parliamentary Counsel, I have been on the training committee, and have also been Chair of the Know-How Committee. I am now responsible for organising the induction training that new recruits to the office receive.

I have given various talks on drafting-related topics (including to Ulster University undergraduate law students, to University of Cambridge LLM students, at the Attorney General for Northern Ireland’s Constitutional Law Summer School, and at the 2017 conference of the Commonwealth Association of Legislative Counsel).

I am co-editor of Bennion on Statutory Interpretation (7th edition, 2017, LexisNexis).
