After working as a solicitor in local government in Scotland, latterly with the City of Edinburgh, I emigrated to Canada. From 1974 to 1986, I was legal counsel with the Government of Newfoundland and Labrador, providing legal services, including representation in civil litigation, for a number of government departments.
From 1986 to 2006, I worked for the Department of Justice Canada, firstly as legal counsel for various departments (Indian and Northern Affairs, Foreign Affairs, International Trade), and then as legislative counsel in the Legislation Section.
From 2006 to 2010, I was legislative counsel with the Government of Bermuda, where I also acted for periods as Chief Legislative Counsel.
Since 2010, I have had assignments as a legislative consultant for governments in Kenya, Tanzania, Jamaica, Grenada, Montserrat and Anguilla.
