Don Macpherson, LLM (Laval University) and Certificate in Legislative Drafting, (University of Ottawa), called to the Bars of Manitoba and Bermuda.
After completing his Law degree in Winnipeg and a Masters degree in public international law in Quebec City, Don moved to Ottawa and established a community-based public legal education program at the Department of Justice. He subsequently worked for the Department’s Legal Services unit at Foreign Affairs and did advisory work for the Department’s Administrative Law Section, before finding his home in the Legislation Section as a legislative drafter.
In 2004 Don took a secondment from Justice Canada to work for the Attorney General of St. Lucia on a project to reform St. Lucia’s Civil Code. Another secondment followed in 2005 to draft legislation for Bermuda. From 2006 to 2009, Don served as Bermuda’s Chief Parliamentary Counsel. In 2010, he began his career as an independent legislative drafting consultant and, in this capacity, drafted legislation for the AGs of Turks and Caicos Islands, Solomon Islands and the Cayman Islands. As a consultant the Regional Law Revision Centre Inc. of Anguilla, Don wrote Law Revision Manuals for Anguilla, TCI and Montserrat, and revised the laws of each of those jurisdictions.
